What is Affordable Housing?

Voluntary vs. Mandatory Affordable Housing 

Affordable housing policies can be categorised into two approaches: voluntary and mandatory.

  • Voluntary Affordable Housing: In this approach, housing developers can choose to include affordable housing in their projects on a voluntary basis, often motivated and supported by the municipality. These policies are becoming more popular and may be easier to endorse than mandatory policies.

  • Mandatory Affordable Housing: In this approach, developers are legally obligated to include affordable housing in their developments. Mandatory affordable housing policies generally have a better record of producing affordable homes compared to voluntary programs.

 

How Does Affordable Housing Work? 

As housing prices rise, developers and landowners can make more profits from building commercial and residential properties. Affordable housing seeks to capture a portion of this increased value by requiring developers to include affordable housing in their projects. Typically, affordable housing programs may require developers to sell 10% to 30% of their residential properties at affordable prices to lower-income residents.

An affordable housing policy must be carefully designed to ensure it does not deter development investment in areas that need growth. Affordable housing is a fair trade between private developers and the urgent needs of spatial transformation. In exchange for building rights, local governments require developers to contribute to community needs.

Affordable housing usually works best when new market-rate housing development is planned or anticipated.

Affordable housing addresses the housing gap by ensuring that lower-income individuals have access to affordable, quality housing. Whether through voluntary or mandatory approaches, these policies play a crucial role in fostering social integration and balanced urban development.
